Pointing out that 4 billion won could be embezzled even in a 1,200-unit complex, he presented a calculation bordering on criminal, suggesting that in a place nearing 10,000 units, amounts of 1 billion, 2 billion, or even 10 billion won are within reach.

A Meticulous Design Targeting Long-term Maintenance Reserves

Park Hae-gang presented a specific scenario to secure the seals of the chairperson and the property manager, the key figures in fund execution. After confirming that the apartment's long-term maintenance reserve stands at 17.85742 billion won, he devised a plan to secure the funds and wire them abroad within three months. Stating that a method of embezzling 4 billion won over five years would not provide enough time, he demonstrated both urgency and meticulousness, insisting that everything must be handled within a three-month window.

In particular, he showed a willingness to use any means necessary to obtain the seals of the chairperson and the property manager, which are essential for fund execution. He heightened the tension by mentioning extreme methods, such as threatening to hang the property manager from the rooftop or attempting to entice them by suggesting they "play along" together.
