An eight-year pursuit of a vast drug organization drives the conflict in Heartless City, where one character presses toward a reckoning under a stark imperative: “If you don’t kill, you die.” The video presented by JTBC follows the struggle surrounding the Scale Gang, exposing a city shaped by betrayal, desire and violence.

The Scale Gang dominates the city’s shadows, dealing in drugs and disposing of bodies without hesitation. The underground economy it controls is estimated to reach hundreds of billions of won each year. Its boss, known as Scale, sits at the top, while figures including Kim Bong, Kim Chung-seok, Eopchi and Park Tae-su run the organization and disrupt the city’s order.

A special investigations unit works to dismantle the gang. Investigators believe they must first arrest the key figures who manage its operations before they can capture Scale. Their pursuit produces tense confrontations, but faulty intelligence and internal developments also throw the investigation into confusion. Developments surrounding intelligence passed to Min-guk’s predecessor, along with intervention by the director, complicate the operation.

The drama binds the organization, law enforcement and private ambitions into a tangled network of relationships. Characters struggle between orders and personal convictions, using or betraying one another to survive. A daughter is sold in place of payment for drugs, while efforts to secure the organization’s funds proceed by any means available, intensifying the portrayal of the city’s brutality.

Even knowing that the adversary is the Scale Gang, one character continues toward a final confrontation. Eight years of pursuit and conflict hurtle toward an unavoidable catastrophe. “A bastard like you isn’t even human,” one character says, revealing the depth of the hostility between them.

Personal attachments add another source of strain. “It’s hard to keep watching my woman being exposed to danger,” a character says, expressing wounded pride and emotion as an intimate relationship collides with the organization’s demands.

Dangerous transactions continue as the characters pursue competing interests. “We should at least feed our boys some meat,” comes one demand for funds. Elsewhere, collected money is deposited into an account in an effort to settle matters and escape a crisis. Such financial maneuvers also create opportunities for others to regain power.

The deals carry explicit threats. “If you come back, you’ll die,” one warning runs, forcing another choice about survival. In another episode, a character who has been taken away returns unharmed, with only a swollen bank balance to show for it. The situation hints at an uneasy symbiosis between the organization and the individual, sustained through transactions.

The drama also depicts power maintained through relationships with lawmakers. Drugs leave people impoverished, while lawmakers’ protection helps sustain the activity, presenting a cycle of corruption. A coarse remark calling for the world to be made miserable and people to be left short of money exposes the desires driving that system.

Under the strain of undercover work and pressure from the organization, characters break down and recover in different ways. Their struggles unfold within a criminal world summed up by another line: “There is a door to enter, but no door to leave.” Once inside, escape appears impossible.

The investigators’ strategy of reaching Scale through the gang’s key operators intersects with attempts to resolve immediate dangers by depositing collected funds. Warnings never to return and confrontations charged with murderous intent deepen the question of where the city’s violence will end.

Meanwhile, recruitment of new people at a furniture factory signals further movement within this world. The consequences of the characters’ chosen methods of survival remain central to the story. With the recognition that “You’re up against Scale,” their determination to see the conflict through continues.
