SK hynix to Cultivate AI Data Talent from Migrants in Anseong and Yongin

SK hynix is building a new digital job ecosystem by launching an 'AI Annotator Training Project' targeting migrants and women with career breaks in Anseong and Yongin, Gyeonggi Province. The project is being evaluated as a circular model where education leads directly to employment and entrepreneurship.

SK hynix is building a new digital job ecosystem in the local community by conducting an 'AI Annotator Training Project' targeting migrants and women with career breaks in the Anseong and Yongin areas of Gyeonggi Province. It is being evaluated as presenting a circular model where education leads to employment and entrepreneurship, moving beyond simple one-time support.

Anseong is the region with the tenth highest proportion of migrants among local governments nationwide. Although more than 10% of the total population consists of migrants and multicultural families, their economic independence has been a difficult task. This is because structural limitations existed where migrants, who must balance childcare and housework, found it difficult to perform full-time work or had to move between simple manual labor jobs due to a lack of stable jobs.

SK hynix found the solution to this problem in the 'AI Annotator' role, which is the foundation of the artificial intelligence (AI) industry. AI Annotators play a role in assigning meaning to raw data such as images, voices, and text to help AI learn. In particular, due to the nature of the AI industry where multilingual data work is essential, migrants who are proficient in both their native language and Korean can have high competitiveness in this field.

Cooperatives created by education, moving beyond jobs to platforms

This project, which is conducted through a public-private partnership structure where SK hynix provides the funds, Hamkke Ilhaneun Foundation operates it, and Anseong City cooperates, has led to practical economic activities. Among the 35 participants in the first batch of training that started in Anseong in 2025, 26 entered data-related jobs. What is noteworthy is the fact that the graduates created their own workplace.

In February 2026, the graduates established the cooperative 'Hanmaeum Multicultural Community (Daonnuri)'. They gathered their intentions to solve the difficulties of receiving projects and technical isolation experienced when working as individual freelancers. Ryu U-jen, representative of Hanmaeum Multicultural Community (Daonnuri), explained, "It is difficult to take on large projects alone, but when we gather together, we can do bigger things and form a network where seniors can help juniors."

They are not merely staying in data labeling work but are expanding into attempts to solve local community problems based on the AI utilization skills learned in training. Director Song Hae-ryeong is promoting the construction of 'DAON', a life and administrative information platform for migrants, using generative AI and prompt writing techniques. Song said, "By directly demonstrating the functions we want to implement using AI, we were able to communicate with development companies and speed up the project progress."

From Anseong to Yongin, expanding the regional coexistence model

The achievements in Anseong are being expanded and applied to the Yongin area in 2026. The support targets have also broadened beyond migrants to women with career breaks and single-parent families. In Yongin, the ecosystem where data demanders and suppliers meet is becoming more robust as the process of fostering startup teams using AI is added.

As a representative case, the 'Annot Place' team in Yongin is preparing a service to solve old apartment parking problems using AI. This service, which recognizes occupancy status by training on parking lot videos, shows a structure where startup teams needing personnel to handle data and professionally trained local annotators cooperate with each other.

SK hynix plans to ensure that this project does not stop at simple job training by linking it with migrant support and lifelong education policies to establish a foundation where the local community can continuously cultivate talent. The goal is to complete a circular structure where individuals who acquire skills through education achieve economic independence, which in turn connects back to local services and entrepreneurship.
